Updating the Mobility Element for the City of Los Angeles

Whether you live, work or play in the City of Los Angeles, everyone agrees - Los Angeles can do better with its transportation system.

In order to address one of its most pressing issues, the City of Los Angeles has begun a citywide effort to update its transportation plan, the Mobility Element of the General Plan. Last updated in 1999, the Mobility Element (formerly the Transportation Element) is now being updated to reflect the policies and programs that will give Angelenos a full range of options including bicycling, walking, carpooling, and transit, to meet their mobility needs. The City seeks to integrate complete street principles in the new Mobility Element in order to address the issues that impact all users of the transportation system.

LA/2B is the City's campaign on engaging a wide segment of Angelenos in envisioning a new way of moving around their city, using its streets for mobility and beyond. We invite you to join our virtual town hall, ideas.la2b.org, where Angelenos are conversing about such topics such as recent commuting innovations and how they want to get around the city in the future. LA/2B will also host a series of citywide workshops to gather input from the city's residents, business owners, and other stakeholders.


All of the input from LA/2B will be used to draft new goals, objectives, policies and programs on LA's mobility by the Departments of City Planning and Transportation. This new policy document will also be accompanied by the following components, which also will be developed with public input:

  1. New performance measurements and standards for how our streets should function;
  2. A streetscape manual, guiding the design of existing and future streets;
  3. An implementation strategy that identifies the capital and maintenance costs as well as potential funding sources for implementation and maintenance
