Jenna Hornstock will talk about the recent efforts to update the JOINT DEVELOPMENT PROGRAM and procurement process, including new affordable housing policies as well as transit supportive land use planning.  Because the potential Nov 2016 ballot measure is top of mind, Jenna will also give an overview of what is to come in the next 6 months.

About the Guest Speaker:

Jenna Hornstock - Deputy Executive Officer, Countywide Planning and Development Department, METRO

Jenna Hornstock is a Deputy Executive Officer in Metro’s Countywide Planning and Development Department.  She joined Metro in 2011 and manages Metro’s Joint Development program, with over 15 active project sites; the Parking Management program, which is in the process of rethinking Metro’s approach to transit parking; the development and implementation of the $3 billion Union Station Master Plan; and oversees other TOD efforts including the $26 million TOD Planning Grant program.

Prior to joining Metro, Ms. Hornstock spent nearly 7 years at the Community Redevelopment Agency of the City of Los Angeles (CRA/LA), most recently as Chief of Strategic Planning and Economic Development.  In this position she managed a team implementing various economic development and finance functions, including implementation of the New Markets Tax Credit program (NMTC), commercial underwriting and agencywide grants procurement.  Ms. Hornstock developed and implemented the Industrial Incentive and Community Market Conversion Programs, as well as the LocateLA website (  During her tenure at CRA/LA, Jenna worked directly on financing and implementation of affordable housing, infrastructure, industrial and retail development projects, and secured grants for open space, healthy food access and land use planning.  Prior to CRA/LA, she worked for a nonprofit affordable housing developer and on the Housing and Business Team of former Los Angeles Mayor James Hahn.

In all of her project work, Ms. Hornstock brings a focus on creative implementation and achieving policy objectives through innovative partnerships. She holds a Masters in Public Policy from Harvard University’s Kennedy School of Government and a BA in Rhetoric from UC Berkeley. Jenna is Assistant Chair of ULI’s Public Private Partnership National Product Council and is a Public Director for the Los Angeles Chapter of the AIA/LA.  Jenna lives in Silverlake with her son and practices yoga whenever time permits.
